Mr. Baxter has argued before the Indiana Court of Appeals and has appeared before the Indiana Supreme Court. He received his law degree from IU McKinney School of Law in 1986.

Born in Indianapolis, Mr. Baxter has lived in Indianapolis and Carmel for most of his life. With his wife, Elizabeth, who is also an Indianapolis native, Mr. Baxter has two children, Steven and Madelyn. Mr. Baxter remains a loyal IU fan, with both of his children having attended IU Bloomington.
