David is the co-founder and Managing Partner of Starfield & Smith, P.C. David has been actively involved in all facets of SBA lending for over 30 years. David represents and assists hundreds of lenders that participate in SBA’s lending programs, and serves as general counsel to the National Association of Government Guaranteed Lenders (“NAGGL”). David’s skill as an attorney is of the highest caliber. He has been honored as a Life Fellow of the ABA’s American Bar Foundation for his contributions to the legal profession, and his peers have repeatedly voted him a “Super Lawyer” in Philadelphia Magazine.
David devotes countless hours to NAGGL as a developer and instructor for several of NAGGL’s most popular courses; as an advisor to NAGGL’s Technical Issues Committee; as a regular contributor of articles and insights to NAGGL’s monthly newsletter; as a member of the Region III Liaison Committee; and as a frequent lecturer and moderator of breakout sessions at NAGGL conferences on the latest SBA lending and regulatory issues. Additionally, David serves as a member of NAGGL’s Board of Directors, and has been honored for his contributions to the industry by receiving NAGGL’s Distinguished Service Award, NAGGL’s Instructor of the Year award, and SBA’s Financial Services Champion of the Year award for Eastern Pennsylvania.
David has worked directly with the SBA on seminars, rules and articles. He also frequently travels to Washington, DC in his capacity as NAGGL counsel and as a Board Member to assist the Agency and Congress in developing policies and proposals to advance the interests of SBA lenders and improve the delivery of financial assistance to small businesses.
