• Instrumental in developing and prevailing upon the legal theories that culminated in the Ninth Circuit Court of Appeals holding that an additional 8,050 Gaming Device Licenses are available under the 1999 Tribal-State Compacts, which allow 61 Indian Tribes in California to operate slot machines. In increasing the number of Licenses available, Gaming Tribes are now able to operate additional slot machines resulting in an estimated increase of more than a billion dollars ($1,000,000,000) in gaming revenue to Tribes over the remainder of the Compacts.
