He served with the United States Army in Viet Nam and a recipient of the Bronze Star and the Conspicuous Service Award of the State of New York. He has served as the Chairman of the Insurance Division of the New York State Bar Association. Mr. Cloonan is a member of the Ulster County Bar Association, the Association of the Bar of the City of New York and selected as a fellow of The Federation of Defense and Insurance Counsel. A member of the Defense Research Institute, he has also served as lecturer for the New York State Bar Association regarding insurance, trial and ethics programs. He presently serves as counsel to the Kingston Water Department and assistant Ulster County Attorney. He has served as President of the Boys & Girls Clubs of Kingston, past Grand Marshall of the St. Patrick's Day parade and as an adjunct professor of law at the Ulster
